BIDS SHALL BE SUBMITTED IN A SEALED ENVELOPE AND CLEARLY MARKED ON THE OUTSIDE WITH THE NAME AND ADDRESS OF THE BIDDER.

THE BID SHALL BE ADDRESSED TO MS. LARAESA GARLAND, CDBG DIRECTOR, CITY OF WAUKEGAN, 100 N. MARTIN LUTHER KING JR. AVENUE, WAUKEGAN IL, 60085.

EACH BID SHALL BE ACCOMPANIED BY A COMPLETED, NOTARIZED APPLICATION FORM AND SUBMITTED ON THE ENCLOSED PROPOSAL FORM.

THE HOMEOWNER RESERVES THE RIGHTS TO REJECT ANY AND ALL BIDS. TO MAKE AN AWARD ON THOSE BIDS WHICH, IN ITS OPINION, ARE MOST ADVANTAGEOUS TO THE HOMEOWNER.
