REQUEST FOR PROPOSALS

WATER SUPPLY TEST WELL #23

The Town of Normal is soliciting proposals from highly qualified and experienced firms for test hole drilling.

General Requirements : The Well Driller shall furnish all labor, equipment, materials, and incidentals necessary to install a test well, at the specified location, in order to conduct a test drilling program to investigate the presence of a water-bearing sand and gravel formation and to obtain adequate information to facilitate the design of a producing well, This will require the collection, examination, and preservation of samples of the water bearing formations at depth-intervals of 2.5 to 5.0 feet, or at changes in formation, whichever is smaller. Where clay formations are present, samples shall be obtained at 5-foot intervals, for sand and gravel formations, samples shall be obtained at 2.5 foot intervals, Conduct sieve analyses on the samples as directed.

The Well Driller shall conform to applicable State of Illinois Geological Survey requirements. Remove all casings and abandon the test well in accordance with the Illinois Department of Public Health regulations. The test well shall be left with bentonite so that the well can be easily drilled out and used as the production well. All work shall follow Illinois Prevailing Wage requirements.

The intent of the RFP is to secure pricing and establish a contract for services in accordance with the specifications, terms, and conditions contained in this RFP.

Proposals must be submitted to the Town Clerk in a sealed envelope clearly marked “Town of Normal – Water Supply Test Well #23” with the time and date of the deadline, which will be January 4, 2024 at 11:00am prevailing time, at the Normal City Hall, 11 Uptown Circle, Normal, IL 61761.

Selection of a professional services vendor for this process will be determined following review of the proposals. The proposal award will be made by the Town Council and their decision will be final.
