REQUEST FOR PROPOSALS (RFP):
The Town of Normal will receive proposals for the following:
Town of Normal Fire Department 2024 Lieutenant Promotional Process Written Exam and Assessment Center Services
The Normal Fire Department will be conducting a Lieutenant Promotional Process in mid-2024. The existing Promotion List expires on July 23, 2024. The preferred timeline is to complete this process and have a final promotional pool of candidates posted by 5:00 p.m. on this date.
The Promotional Process will be comprised of the following components: Written Exam, Assessment Center and Department Merit Rating. The Town is seeking proposals for professional services associated with the following:

Written Exam – the Town seeks an estimate on the preparation and administration of a written exam consisting of 150 questions. Please be advised that the Town may elect to omit this from the scope of services.

Assessment Center – conduct an assessment center orientation, the assessment center components, and related candidate debriefing
In past assessment center processes, the Town has utilized in-box situations, tactical situations, and supervisory scenarios. Past written exams have been semi-custom, incorporating Normal Fire Department policies and procedures in the examination tool.
There are 36 total staff members currently eligible to challenge the promotional process. The Town anticipates approximately 15 to 20 fire department personnel will choose to challenge the promotional process.
Target dates for conducting the process are the weeks of June 24 to July 12.

Selection of a professional services vendor for this process will be determined following review of the proposals. The Town may invite vendors to an interview prior to selecting a vendor. Final approval of a recommended vendor by the Normal City Council may be required.
