The City of Belleville, IL will receive sealed proposals at the office of the City Clerk, 101 S. Illinois Street, Belleville, Illinois, 62220 until 10:45 A.M. Thursday February 15th, 2024, for S. Church Resurfacing, CDBG.
Bids must be submitted to the City of Belleville in a sealed envelope clearly marked S. Church Resurfacing Project with the time and date of the opening, stated above. The sealed proposals will be publicly opened and read.
This project is funded by the U.S. Department of Housing and Urban Development (HUD) through the CDBG program administered by St. Clair County IGD. The awarded contractor is required to utilize Minority Business Enterprise(s) (MBE) in the minimum amount of 15% of the total contract value.

. Contractors that wish to bid must register as a plan-holder with Oates Associates in the event of an addendum(s), by email or by contacting Terri Schlater at 618-345-2200. Failure to register may result in being disqualified for bidding.
Federal law requires the payment of Davis-Bacon wages by all contractors and subcontractors on this job. State law requires the payment of Prevailing Wages on this job. According to the Illinois Preference Act, the contractor must use at least 90% of Illinois laborers on this project due to its funding source and the current period of excessive unemployment.
The City of Belleville reserves the right to reject any or all bids received. The bid award will be made by the City of Belleville and their decision will be final.
