The City of Moline is currently accepting proposals from qualified firms with expertise in regional assessments of fair housing to lead the process of completing an Analysis of Impediments to Fair Housing Choice (AIFHC) for a Regional Consortium. The consortium consists of three U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Entitlement Cities: Moline & Rock Island, Illinois and Davenport, Iowa, and six Public Housing Authorities (PHAs) serving Davenport, Moline, Rock Island, Mercer County, Henry County and the Greater Metropolitan Housing Authority of Rock Island (hereinafter the Collaborating Parties).
Electronic and paper proposals will be accepted until December 19
th
, 2023 at 2:30pm CST. Late submittals will not be considered. Faxed proposals will not be accepted. Electronic proposals shall be submitted as a single PDF document to

If you elect to submit a hard copy proposal, please provide four copies of your proposals. Hard copies of the RFP shall be in a sealed envelope and clearly marked on the front: 2023 Analysis of Impediments to Fair Housing Choice (AIFHC) for a Regional Consortium, Do Not Open, Bid date: December 19

. The City reserves the right to reject any or all responses hereto, as well as the right to waive any technicalities in otherwise responsive submissions if it should be deemed in the public interest and to invite for interviews the firms which are, in its opinion, most advantageous to the City.
