Request for Proposals

The Moline Parks and Recreation Department is seeking a qualified firm to provide professional services to develop a Parks and Recreation Master Plan. The plan should create a roadmap for ensuring an appropriate balance of facilities and amenities throughout the community now and into the future. The City is seeking a system-wide approach to evaluating parks, open space recreational facilities, programming, and amenities to develop projects, goals, and funding requirements. This process is to include developing a comprehensive inventory, an analysis of forecasted needs, and implementation strategies.

Proposal Submittal
Firms interested in the project should submit a proposal addressing the specified Request for Proposals (RFP) criteria. Please provide one original and one electronic (PDF) copy of the proposal in a sealed envelope clearly marked “Parks and Recreation Master Plan Proposal”. The Proposal shall include an estimated project budget, including a not-to-exceed total project amount, fee schedule and reimbursable cost details.
