The City of Moline is currently accepting proposals from qualified firms with expertise in regional housing needs assessments to lead the process of completing a Housing Needs Assessment (Assessment) for a Regional Consortium (Consortium). The Consortium consists of three HUD Community Development Block Grant Entitlement cities; Moline & Rock Island, Illinois and Davenport, Iowa (hereinafter the Cities).
The intent of this project is to provide a framework for the Consortium Cities to understand the gaps in their housing inventory. The Consortium last completed a Housing Needs Assessment Study in 2019. Since that time, there may have been social and economic changes in the Cities. The project will give the Consortium Cities an updated understanding of the housing conditions both individually and regionally to guide staff and the Consortium City Councils.
This solicitation is a Request for Proposals (RFP). Electronic and paper proposals will be accepted until November 28, 2023, 2:30 PM CT. Late submittals will not be considered. Faxed proposals will not be accepted. Electronic proposals shall be submitted as a single PDF document to

2023 Housing Needs Assessment for a Regional Consortium
If you elect to submit a hard copy proposal, please provide four copies of your proposals. Hard copies of the RFP shall be in a sealed envelope and clearly marked on the front: 2023 Housing Needs Assessment for a Regional Consortium, Do Not Open, Bid date: November 28, 2023. 2:30 p.m. and will be received at the City of Moline, Attention: City Clerk, 619 16 Street, Moline, IL 61265, until 2:30 p.m. (local time), Tuesday, November 28, 2023.

. The City reserves the right to reject any or all responses hereto, as well as the right to waive any technicalities in otherwise responsive submissions if it should be deemed in the public interest and to invite for interviews the firms which are, in its opinion, most advantageous to the City.
