As the next step in Lake County 911 consolidation efforts, eight Public Safety Answering Points (PSAP) in Lake County, Illinois are partnering, through the newly formed PSAP Consolidation Committee, to seek a planning and project management Consultant to develop an Implementing Intergovernmental Agreement (“Implementing IGA”) that establishes a NEW CONSOLIDATED PSAP organization in Lake County, Illinois to replace and consolidate the eight partnering PSAPs. The Consultant shall work with the PSAP Consolidation Committee, as well as working groups / sub-committees, to develop the Implementing IGA and the associated detailed implementation and migration plans and documents for transitioning to a single NEW CONSOLIDATED PSAP organization and dispatch entity for any interested Lake County PSAP or public safety entity. The Implementing IGA will set forth the mechanism for any Lake County public entity (which includes without limitation municipal corporations, fire protection districts, cooperatives formed through intergovernmental agreements, and any of their subsidiary bodies) to become a full partner and receive services from the NEW CONSOLIDATED PSAP organization. The purpose of this Request for Proposal (RFP) is to establish a contract with a qualified Consultant to write the Implementing IGA that provides the comprehensive implementation and migration plans, documents, and a step by step guide to consolidate the public safety answering point and dispatch services provided by the eight partnering PSAPs and establish the pathway for any other interested Lake County public safety entity to become a partner. The eight partnering PSAPs recognize that the proposed project is complex and may result in additional future phases as a result of the completed work. Proposers should indicate interest and ability to contract for additional tasks and services as part of their proposal. Executive Agent. Lake County is the Executive Agent for the execution of this project and will provide administrative support to include hiring, purchasing, contracting, and financial oversight of the funds to support the PSAP Consolidation Committee and the PSAP Consolidation Lead Planner / Project Manager in developing the Implementing IGA for the NEW CONSOLIDATED PSAP organization. |
