THIS IS AN AMENDMENT TO THE REQUEST FOR INFORMATION. The Government has revised the Performance Work Statment (PWS) and exhibits.



Please review the attached Revised Draft PWS before responding to the additional questions.. When addressing these items, respondents should consider the size and scope of the requirement described herein.



1. Review the latest draft revised PWS and related documents in their entirety and provide comments and/or suggestions on how the government may better communicate their requirements or obtain a better value.





2. What information is needed in order to provide an on-site mobile clinic and price a mobile clinic?





3. What information does your firm need to support telehealth and do your networks have the ability to provide telehealth?





4. Identify any areas where the industry may be unable to meet the requirements.





5. Review PWS Paragraph 5.23 and Exhibit I and provide any comments, suggestions, or concerns on the feasibility of providing this service as written.



Responses should include a capability statement that outlines your capabilities to perform the required services. Include with your capability statement, your company name, mailing address, telephone number, point of contact, business size standard, government cage code and DUNS number (if available). Proprietary/Competition sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practicable; however, it is preferred that respondents do not provide proprietary or otherwise restricted responses.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, or a Solicitation. The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO) on behalf of MEDCOM is soliciting comments from industry on their commercial insight, performance based solutions, best practices, and potential issues involved with Medical Referral Services.



The contractor will provide medical referral services to support 65 Military Entrance Processing Stations (MEPS) and one remote processing unit located in Las Vegas, Nevada. Medical referral services will support medical examinations provided to applicants processing into the Active, Reserve and National Guard components of the Armed Forces for Departments of Army, Navy, Air Force, Marine Corps, and United States Coast Guard, and other government agencies such as the National Oceanic and Atmospheric Administration (NOAA).



Responses to this RFI are strictly voluntary and considered as information only. The government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the results. If a solicitation is issued, it will be announced on the procurement integrated enterprise environment (PIEE), website (https://www.piee.eb.mil/sol) at a later date. All interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI will not restrict the government’s acquisition on a future solicitation.



The North American Industry Classification System Code for this service is 621111 – Offices of Physicians (except Mental Health Specialists). The Small Business Size Standard is $14M.



Please review the attached draft Performance Work Statement (PWS) before responding to the market research questions as the government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein.



RFI questions:



1. What is the market conditions, is there a shortage for medical specialist? If so what specific specialties.



2. Does your firm have the capability to provide services to include telehealth for all the locations and networks to refer services that can complete the services.



3. Is it cost effective to go outside of the network?



4.Which locations do you consider hard-to-fill? Which specialties and or locations?



5. What historical/workload data or PWS information (i.e., number of applicants seen on a daily/annual basis etc.) would be helpful in preparing a technical and price proposal?





6. Can the required services be provided on a fixed price basis? If not, what pricing arrangement do you suggest?





7. Do you recommend multiple awards, per region?





8. What is the industry standard for securely transferring PHI and PII among all key stakeholders?





9. What is industry standard timelines for scheduling appointments and notification of a cancelled appointment? What is the availability of network providers?





10. Is a 45-mileage radius feasible for requested services at all locations? If not, which locations do 45 mile present a challenge?





11. Does your firm have the capability to provide Mobile services, virtual?





12. Provider availability for more than 1 provider?





13. Does your firm off patient portals patients to interact with scheduling via web with options to schedule different times?
