Cloud Based Internet Isolation (CBII) OTA for Prototype

The Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL, is soliciting white papers and intends to award two (2) Prototype Other Transaction Agreements (OTAs) to develop a Cloud Base Internet Isolation (CBII) pilot for the Department of Defense. The Enterprise Cloud Based Internet Isolation capability would eliminate the threat of a variety of attacks that plague Department of Defense (DoD) networks and compromise its data. The service would redirect internet browsing from the end user's desktop into a remote cloud-based server, which will relieve overall bandwidth utilization and provide a new, better level of cyber defense.
Provided that the prototype OTA(s) is (are) successfully completed, the Government may award only one follow-on production contract or transaction to the participant in the transaction for the prototype project, without further competition. The scale of a production contract or transaction will encompass all users connected to the Department of Defense Information Network (DoDIN), which is approximately 3.5 million users across the Department of Defense.

White Papers shall be due no later than 4:00 PM Central Standard Time (CST) on 7 December 2018.
Amendment 0002 is issued to respond to vendor questions and revise the Technical requirements in RWP Section 2. All changes to the RWP are highlighted in yellow. White Papers remain due on December 14, 2018 no later than 4 PM Central Standard Time (CST).
