FRA expects to award a Subcontract to an Offeror who is deemed responsible, whose proposal conforms to this solicitation’s requirements, and whose proposal is judged to represent the best value to FRA.



FRA will use a low price, technically award type.



Offers shall provide enough information in their proposals for FRA to conduct a thorough technical review of the proposal’s merit.

This is a Firm Fixed Price (FFP) RFP and Award.



Foreign offerors shall submit their proposals in FFP US Dollars. There will be no adjustment for currency fluctuation. Delivery terms are Incoterm 2020 DAP, Batavia, IL. Components shall be packaged to prevent damage during transit and storage.
