The Federal Bureau of Prisons, Field Acquisition Office, located in Grand Prairie, Texas, intends to solicit for the provision of Occupational Vocational Training Program for Commercial Driver’s License (CDL) Instructor for the Satellite Prison Camp (SPC), located at 4500 Prison Road, Marion, Indiana 62959. The contract type is an indefinite delivery/requirement contract with firm-fixed unit prices. The contract period will consist of a base period from date of award through 12 months, with (4) one-year option periods. The North American Industrial Classification (NAICS) code is 611310 – Colleges, Universities and Professional Schools, (Size Standard of $34.5 Million). This solicitation is unrestricted. Occupational training instruction will be performed in the Education Department (or other area identified by the Supervisor of Education) at the Satellite Prison Camp, Marion, IL. The driving portion will be conducted at the Accredited Academic Institution. The accredited school awarded the contract must be within a 50-mile radius of the United States Penitentiary (USP) Marion, 4500 Prison Road, Marion, Illinois, 62959. The Commercial Driver’s License (CDL) Vocational Training (instructor) Program is a 4-week, 120-hour course. The CDL Vocational Training Classes will be scheduled during the regular work week (i.e., Monday through Friday, excluding federal holidays) between 7:30 a.m. to 10:30 a.m., and 12:00 p.m. to 3:00 p.m. Specific class schedules will be determined by USP Marion. The contractor will not exceed an estimated 30 hours per week.
The CDL Vocational Training Instructor Program is based on the number of inmates that are enrolled in the program. The contractor charges per inmate with any estimated maximum enrollment for 15 students. The contractor does not charge by the hour or session. The organization’s accreditation will be verified using the US Department of Education Database of accredited Post-secondary Institutions and Programs (DAPIP) website (https://ope.ed.gov/dapip/#/home) and /or the Higher Learning Commission database for Illinois at (www.hlcommission.org). Services are required to be provided by the contractor in accordance with the Statement of Work.
The solicitation will be made available on or about September 25, 2023, and will be distributed solely through the website at www.sam.gov. Hard copies of the solicitation will not be available.
