Palletized Load System (PLS) Flatracks

The U.S. Army Contracting - Rock Island (ACC-RI), on behalf of the Rock Island Arsenal Joint Technology and Manufacturing Center (RIA-JMTC) intends to issue a competitive Request for Quote (RFQ), W9098S-19-T-0070, on or after 19 April 2019, with estimated closing date of 14 days after issuance. The RFQ for the fourteen Palletized Load System (PLS) flatracks is restricted to small business, using a best price evaluation approach in accordance with Federal Acquisition Requlation (FAR) 12 and 52.212 - Acquisition of a Commercial Item. The following item will be solicited:
Flatrack, Palletized, Green NSN: 3990-01-570-4406, P/N: 11E415000
The applicable NAICS codes is 332999, All Other Miscellaneous Fabricated Metal Products with a size standard of 750 employees. The RFQ will solicit proposals for award at at least one Firm Fixed Price (FFP) contract with a maximum quantity of 14 PLS flatracks. The selected Contractor will deliver flatracks to Rock Island Arsenal, Illinois.
The PLS flatrack is the chassis for the Forward Repair System (FRS) which provides field maintenance support to the M1 Abrams Tank on the battlefield. The flatrack is mounted on the back of a Heavy Expanded Mobility Tactical Truck (HEMTT). See attachments for a visual depiction of the PLS flatrack. The Technical Data Package (TDP) for the PLS flatrack is classified as Distribution A, Unlimited; and contains 124 drawings.
TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website shortly after the posting of this synopsis. To access the TDP, offerors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with Defense Logistics Information Service. To obtain certification, go to:
