SOURCES SOUGHT FOR REMOVAL AND DISPOSAL OF MARINE ATTACHMENTS TO RAW WATER INTAKE, GREAT LAKES NAVAL STATION

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME.



The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of performing removal and disposal of all Zebra Mussels and marine deposits attached to the active Raw Water Intake (RWI) and associated timber crib structure at Great Lakes Naval Station, Great Lakes, IL.



The following are specialty qualifications necessary to perform this work:




  • The Project Manager shall supervise a qualified crew of divers throughout the duration of this contract.

  • Boat operators shall have completed a boaters safety course and have a valid Boating Safety Certificate.

  • Divers shall have a minimum of one-year commercial diving experience in the applicable position; divers shall have completed at least four (4) working dives with similar decompression techniques, diving techniques, and equipment utilized under this contract. Divers shall demonstrate that at least one (1) of the four (4) qualified dives were performed in the last six (6) months prior to the contract award date. Each dive team member shall have a current certification in CPR, first aid, use of emergency oxygen systems, and all other applicable qualifications listed in the OSHA 29 CFR 1910.410.





This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.



No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research.





General Work Requirements:



Except where otherwise stated, the Contractor shall furnish all labor, tools, transportation, supervision, materials, inspections, equipment, and necessary safety compliance to perform all work required, to provide Zebra Mussel and marine deposit removal and disposal at the Great Lakes Naval Station, Great Lakes, IL. The work shall be performed at the Great Lakes Water Treatment Plant.



This is a new procurement. This does replace an existing contract.



The anticipated award of this contract is June 2024.



The North American Industry Classification System (NAICS) Code for this project is 238990, All Other Specialty Trade Contractors, with a small business size standard of $19 million.



If the resulting solicitation is set aside for small business firms, it will include FAR clause 52.219-14, Limitations on Subcontracting.



If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice.



Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate files titled Sources Sought Contractor Information Form (form attached). This form is the only item required to be submitted. Information not provided may prohibit your firm from consideration. Please list any previous experience in Block 4 of the form that is similar in nature to this scope of work.



If you are submitting as a mentor-protégé agreement joint venture under the 8(a), you must provide SBA approval of the mentor-protégé agreement to be considered as a small for this procurement. For more information on the definitions or requirements for these small business programs refer to https://www.sba.gov/. Responses must include identification and verification of the firm’s small business status.





The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
