The reason for this amendment is to provide Government Responses to Vendor Submitted Questions. All other terms & conditions remain the same. The quote due date/time remains unchanged.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-1.
The associated North American Industrial Classification System (NAICS) code for this procurement is 721211, with a small business size standard of $8,000,000.
The U.S. Army Corps of Engineers, Lake Shelbyville Project Office, 1989 State Hwy 16, Shelbyville, IL, is seeking contractors to perform tasks associated with the collection of user fees, registration of campers, management of the campsite reservation system, dissemination of information, and controlling access to the campgrounds during the recreation season at Lake Shelbyville.
NOTE:
- This RFQ is to add potential vendors to an existing Blanket Purchase Agreement (BPA) for Gate Attendant Services at Lake Shelbyville in Illinois.
- The Government is obligated only to the extent of authorized purchases actually made under the BPA.
- Maximum Ceiling for the BPA is $200,000.00.
- Maximum Call Order Amount is $10,000.00 per order.
- All Call Orders call only be issued by a Warranted Contracting Officer.
- The Government has the right to award agreements to multiple vendors if it is in the best interest of the Government.

Basis for Award
The Government will award Blanket Purchase Agreement(s) (BPA) resulting from this combined synopsis-solicitation on the basis of the lowest/fair and reasonable evaluated price of responsible offers whose service meets the requirements as listed in the purchase description, statement of work, and schedule.
The government intends to award an agreement(s) without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later the Contracting Officer determines to be necessary. The Government may reject any and all offers if such is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in received offers.
Period of Performance
The period of performance shall be from time of award to March 31, 2028. The agreement may be discontinued at any time if it is in the best interest of Government.
