Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.



The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, on behalf of the Center Cellular Engineering (CCE) intends to award a fixed price purchase order for five (5) months base to Benchmark Products located at 325 Marriott Drive, Suite 200, Lincolnshire, IL 60069-3672 on a sole source basis to furnish Isopropyl Decon-Ahol (EPA registered sanitizer and disinfectant). Benchmark Products is an authorized distributor and only known source approved by the NIH Quality Assurance Group to supply this product.



The Center Cellular Engineering (CCE) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted at the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. CCE also, supports National Institutes of Health research by:




  • Developing biologics collection and manufacturing processes to support clinical trials

  • Collecting, manufacturing and distributing blood components for in vitro research use

  • Collaborates in the design, planning, execution and data analysis of clinical studies

  • Collecting and manufacturing specialized cellular products to support clinical trials

  • Developing and evaluating assays for clinical application and biologics safety testing and cellular characterization

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
