AMENDMENT 2: This amendment contains the following revisions:

1) Corrects the size standard from $13M to $19M

2) Corrects the time quotes are due (1:00 PM)

3) Adds Q&As from Site Visit (occurred on 24 August 2023)

4) Revises Evaluation Criteria

5) Revises Attachment 3 "Intent of this BPA" (RE: Terms and Conditions)

6) Changes the Contract Specialist from Lashone Wallace to Nicholas Zane (Contracting Officer remains as Mark Miller)

* Please Note: All awarded call orders will have a start date between Oct - Dec 2023.

AMENDMENT 1: Corrects the month associated with the Site Visit reflected on the actual RFQ document from September to August (see item iii below). Also added the term "BPA" to the title. No other substantial changes were made to this posting.

i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. A written Solicitation is hereby attached along with all other applicable documents.

(ii) This solicitation is issued as a Request for Quote (RFQ) under solicitation number 12441923Q0095.

(iii) A Pre-Proposal Conference/Site Visit is scheduled for 10:00 AM CST on August 24, 2023 at:

(iv) Initial questions pertaining to the Site Visit are due by August 22, 2023 at 1:00 PM EDT.

(v) Quotes are due by 1:00 PM EDT on September 8, 2023. Questions must be received no later than August 30, 2023 at 1:00 PM EDT.

(vi) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

(vii) This procurement is a Total Small Business Set-Aside. The NAICS code is 238910, Site Preparation Contractors. and the Small Business Size Standard is $19M.

(viii) Schedule of Items/Price Schedule: See attached Solicitation document

(viiii) Description of Requirement: See Attachment 1, Statement of Work (SOW), Midewin National Tallgrass Prairie - Group 65 and Group 66 Bunker Demolition

(x) Location of Work: Same as referenced above for the Site Visit.

Additional Information: The Government reserves the right to award additional BPAs from this solicitation for the duration of the BPA.

Invoices are to be submitted to www.ipp.gov. Do NOT supply banking information with your proposal. All banking information is updated in SAM by you or your company representative.
