The liquid helium specifications attachment “J.1” outline the technical requirements for a single supplier to supply Fermi National Accelerator Laboratory (Fermilab) with bulk liquid helium (LHe). The purpose of this solicitation is for FRA to establish an IDIQ agreement for a two-year period with a firm fixed price for LHe. It shall begin on November 01, 2023, and terminate on October 31, 2025. Individual orders for LHe Dewars placed throughout the month will be invoiced against the IDIQ Agreement for that period. The successful proposal will be selected based on the lowest priced technically acceptable (LPTA) offer for the two-year period.
The Supplier shall demonstrate that the Supplier has the capabilities and resources necessary to be the sole Supplier of LHe to Fermilab.
Deliveries will be to defined locations with total usage of approximately 50,000 Liters per year or 4100+ per month of liquid helium for the duration of the order. It must be understood that only actual requirements will be purchased which may exceed or fall below the estimates. Requirements for bulk liquid helium will increase or decrease with the programmatic needs of Fermilab.
