REQUEST FOR QUALIFICATIONS (RFQ):

The Town of Normal will receive statements of qualification for the following:

Gregory Street Trail Extension: Parkside Road to Adelaide Street

MFT Section No. 21-00272-00-BT

State Job Numbers P-95-008-22 and C-95-005-23

Federal Project Number 8MAU(483) and ZW3E(981)

The Town of Normal is seeking Statements of Qualifications from professional engineering service companies interested in performing planning, evaluation, surveying, design, and construction document preparation and observation work for Gregory Street Trail Extension: Parkside Road to Adelaide Street. The proposed project will include a multi-use trail extension along Gregory Street between Parkside Road and Adelaide Street, including drainage improvements and evaluation and design at intersections.

Statements of Qualifications must be submitted electronically (pdf format) to the Town of Normal Engineering Department via e-mail to acwilson@normalil.gov For security reasons, you must enable JavaScript to view this E-mail address. with a subject heading of "Gregory Street Trail Extension SOQ – Firm Name”. Statements of Qualifications (SOQs) must be received by 1:00 PM CDT on Friday, October 14, 2022. Submittals received after the deadline will not be eligible for selection.

This RFQ packet containing project information, submittal instructions, content requirements, conflict of interest forms, and selection procedures may be obtained from the Town of Normal website at http://www.normalil.gov/bids.aspx . All submitted proposals shall include the completed conflict of interest form included in the RFQ packet. Submittals must not contain any cost information.

Selection will be in accordance with The Brooks Act, (40 USC 11) and the FHWA’s requirements for Procurement, Management, and Administration of Engineering and Design related Services (23 CFR 172) to promote open competition by advertising, ranking, selecting, and negotiating contracts based on demonstrated competence and qualifications for the type of engineering and design related services being procured, and at a fair and reasonable price. The evaluation criteria and weighting for this project is as follows: technical approach - 20%, firm experience - 30%, specialized expertise – 10%, staff capabilities (prime/sub) - 30%, and work load capacity - 10%.

The contract award will be made by the Normal Town Council and their decision will be final.
