Time and Place of Opening of Bids

Sealed proposals for the improvement described below will be received at the office of the City Clerk, 101 South Illinois Street, Belleville, IL 62220 until 10:15 AM on March 23, 2023.  Sealed proposals will be opened and read publicly at the same time in the City Council Chambers.

Description of Work

Location:  N. Charles and Dewey Street.

Proposed Improvement:  The project consists of removals, earthwork, aggregate base, HMA binder and surface courses, sidewalk, driveway pavement, storm sewer and drainage structures, seeding and all incidental and collateral work necessary to complete the project.

Qualifications:
1.        To bid the project, you must register as a plan-holder with Oates Associates by email at the address above or by contacting Terri Schlater at 618-345-2200.
2.        IDOT prequalification is required.
3.        The successful contractor will enter into the City of Belleville’s Project Labor Agreement, attached at the end of the special provisions.
4.        The project is a “Public Works Construction” Project as defined in the Illinois Prevailing Wage Act 820 ILCS 130. As such, all bidders shall account for in their bids and will be subject to the general prevailing wage rates for St. Clair County, Illinois, currently published and as amended from time to time by the Department of Labor. Prevailing rate of wages are revised by the Department of Labor and are available on the Department’s official website.
