Description

The purpose of this Request for Qualifications (RFQ) is to solicit Statements of Qualifications (SOQ) from qualified firms for legal services to support the Quad Cities Land Bank Authority (QCLBA).

The Quad Cities Land Bank Authority is an intergovernmental agency formed in April 2022 by the City of Moline, City of Rock Island, and City of East Moline. The Mission of the QCLBA is to strategically acquire vacant, abandoned, tax delinquent properties, address title liabilities, and facilitate the revitalization of those properties to a productive use consistent with local government plans and priorities.

This work will be accomplished through condemnation, foreclosure, and strategic partnerships with developers, community organizations, lenders, and local governments, to improve quality of life, stabilize the tax base, and enhance economic opportunities.

As legal counsel to QCLBA, responders will serve as legal advisor to QCLBA staff and Board. Devise legal strategies to acquire distressed, abandoned and tax-delinquent properties. File foreclosure actions, petitions for declarations of abandonment, quiet title actions and other legal actions associated with distressed property acquisition and deed restriction enforcement. Abate delinquent taxes, exempt property from property taxes, and prepare property for QCLBA management. Develop sales processes and provide necessary legal services to close real estate transactions.

In addition, responders will be familiar with the Illinois Property Tax Code and the Illinois Municipal Code to develop QCLBA acquisition options. Counsel QCLBA staff and Board on legal obligations related to intergovernmental operations, including but not limited to Open Meetings Act, Freedom of Information Act and limits of intergovernmental agency authority. Provide general counsel to QCLBA staff and Board regarding legal matters that affect land banking operations. Attend meetings as necessary, and connect QCLBA Board with additional legal services as necessary to address areas outside the above scope of work.

Statements of Qualifications shall be placed in a sealed envelope and clearly marked on the front “Response to QCLBA Request for Qualifications” and must be received at the Clerk’s Office (2nd Floor) in the City of Moline City Hall, 619 16th Street, Moline, Illinois 61265, until 5:00 p.m. (local time), on Friday, January 13, 2023. The QCLBA reserves the right to reject any or all responses hereto, as well as the right to waive any technicalities in otherwise responsive submissions if it should be deemed in the public interest and to invite for interviews and the firms which are, in its opinion, most advantageous to the QCLBA.
