The U.S. Department of Commerce, National Weather Service is in need of a contractor that can deliver a supply of Hydrogen tanks. The requirement is for a base period and four (4) option years at the Weather Forecast Office located in Lincoln, IL in accordance with the attached Request for Quote. The contractor shall provide all necessary personnel, tools, materials, supplies, and equipment to satisfactorily manage and perform this supply in accordance with the attached Specifications. Duties included but are not limited to the following services: Weekly delivery of Hydrogen tanks. Supply to be delivered under this contract shall be delivered during hours approved by the Government Contact Point (GCP) or a designated representative. Inspection and acceptance of work will be done by the GCP or their designated representative.

The following information is provided in accordance with FAR 5.207(c):

• A National Stock Number is not assigned to this requirement.


• This requirement is for commercial hydrogen gas. There is not a qualification requirement for this product.


• There is no specific manufacturer or part number for this product.


• F.O.B. Destination to 1362 State Route 10, Lincoln, IL 62656.


• The Unit of issue is LOT


• The delivery schedule is weekly.


• This acquisition is not subject to the Free Trade Agreements, exception at FAR 25.401(a)(1).

This supply is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures. This RFQ 1333MH23QNWWR0022 is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 325120, which has a corresponding size standard of 1000 employees or less.

Contractors doing business with the government must be active in the System for Award Management Database (SAM). The Government cannot accept a proposal if the vendor is not active in SAM. In order to register with SAM and to be eligible to receive an award. Vendors must register on login.gov, information for registering can be found on the SAM webpage.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes should be sent via e-mail to marion.smith@noaa.gov if quotes cannot be emailed call 816-268-3104 for further instructions. Must be received on or before the date and time referenced on RFQ. Quoters must submit all questions concerning this solicitation by e-mail within 5 days of the issuance of this solicitation.

SITE VISIT

A site visit is strongly encouraged to inspect the site where deliveries shall be made to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract. In no event will a failure to inspect the site constitute ground for a claim after award of the contract.

Price and non-price factors considered “best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.

This is a firm fixed price purchase order.

A response to the following:

2) A written response to CAR clause 1352.209-74. Organizational Conflict of Interest. Response should state whether you have any conflicts of interest in doing business with a Government Agency.

4) As requested provide a response to the Factors used to evaluate quotes in 1352.213-70. Contractors who do not respond to each evaluation factor, price and past performance, may be considered non-compliant. Price, past performance.
