United States Transportation Command (USTRANSCOM) is seeking non-Federal parties (U.S. incorporated companies) active in development of space transportation capabilities for point-to-point terrestrial cargo delivery to provide virtual capability briefings on 1st, 2nd, or 3 Mar 23. Briefings are for the purpose of informing Federal government agencies on the status of the wide spectrum of emerging commercial space systems which may offer enhanced geographic access and/or reduced total logistics response time for cargo supporting global DOD force deployment and sustainment operations.





This is a request for information only and is not a preparatory step or prerequisite for any acquisition activity or funding opportunity.





Companies with current USTRANSCOM space transportation Cooperative Research and Development Agreements (CRADAs) and those companies competing for funding or currently on contract with AFRL Rocket Cargo (Vanguard) program do not need to respond to this special notice.





Currently, USTRANSCOM does not have capacity to enter into additional CRADAs on space transportation topics. For parties who previously submitted whitepapers to USTRANSCOM seeking CRADA partnerships and were not selected, you may choose to provide updated information on your capability development and fielding status.





USTRANSCOM may invite other Federal government agencies as audiences for your industry day presentations or to review your optional information supplement, possibly including U.S. Space Force, NASA, Air Force Research Laboratory, DOT, FAA, and other combatant commands.





Companies desiring to participate may submit their notice of interest to the Transportation and Technology Industry Liaison Office (TTILO) at transcom.scott.tcaq.mbx.ttilo@mail.mil, by Wednesday, 22 Feb 23 4:00 Central Time or until the 12 slots are otherwise claimed, whichever comes first. Include in the e-mail subject line “Spacelift Industry Day” when making a request for a slot time.





USTRANSCOM will assign segments of 1 hour per requester, which includes 35 minutes for your presentation, on the 1st or 2nd or 3rd March 2023 on a first-come-first-served basis, up to 12 slots. One company or company team will be scheduled for a single session. Your session is to be used to provide information on your capabilities, accomplishments, and future development plans for point-to-point terrestrial space transportation capabilities. No information above Controlled Unclassified Information (CUI) may be discussed, and such information must be prominently identified in advance during the assigned presentation time.





Format, media, and content of the virtual presentation is at the discretion of the participating company. USTRANSCOM suggests the following topics:



- Identification of company, state of incorporation, identification of and nature of any proprietary information to be presented.



- Description of capability in development or operation including cargo and/or personnel capacities, methods of launch and landing, known launch origin and destination sites.



- Features of your system which are unique and provide special capabilities not available through other sources.



- Known or anticipated customers in DOD or commercial industry for your PTP delivery system.



- Needs for launch/landing site preparation, including infrastructure and ground support equipment and refueling systems; potential for austere or opportune site operations or land and water destinations.



- Features for reusability of launch system components and concept for retrieval after launch.



- Methods of efficiently integrating your system to provide increased access, performance, and responsiveness in DOD supply chains: features for intermodal cargo operations to minimize delays at supply chain nodes, expedited cargo handling procedures including loading and offloading, rapid launch callup and airspace clearance processes, etc.



- Rough estimates of per-launch or per-kilogram costs today and in the future.



- Risks remaining in development and operation of your system and expected commercial availability timeline.



- Preconditions which a government customer must satisfy to use your launch system as a contracted capability for global cargo delivery.





In addition to the virtual presentation, companies may submit a digital capability briefing or paper on their capabilities as an informational supplement, for retention by USTRANSCOM and future reference. Properly identify proprietary material in your submissions. Companies which do not obtain a timeslot for this industry day may also provide a virtual capability briefing or paper. As needed, and at your request, USTRANSCOM will provide a large file secure transfer invitation.





USTRANSCOM uses the services of in-house contractors in operation of the USTRANSCOM Office of Research and Technology Applications (ORTA), specifically LMI Government Consulting, who will attend the industry day and review any supplemental information provided. LMI Government Consulting has a contractual Non-Disclosure Agreement in place with USTRANSCOM for its ORTA activities, but if any participating company requires a custom NDA in place, please include a request as part of your notice of interest.





This announcement is not a solicitation for a procurement contract, nor should this announcement be construed as implying any future solicitation by USTRANSCOM or any other Federal government agency in this area. Participation in this industry day is not a prerequisite for or factor in future procurement or other Federal government activity.
