The Defense Information Systems Agency (DISA) is seeking sources for DISA's Joint Service Provider (DISA/JSP).

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.
The DISA/JSP is seeking information from potential sources for Virtual Desktop Infrastructure (VDI) Greenfield support to implement a turnkey VDI Greenfield solution to existing VDI and Non-VDI Infrastructure. The prospective contractor and technical solution will provide support managing a robust and growing VDI within the current Department of Defense (DoD) Information Technology (IT) environment. Assistance is required with defining and implementing the optimal set of computing resources which will reduce costs and improve end-user satisfaction within the DoD IT environment. Computing resources include servers, storage and software.
Place of Performance: The Pentagon and any of the prospective awardee's sites within the local travel distance of the National Capital Region.

RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
DISA/JSP requests that an interested source submit a summary about its overall capabilities and experience with VDI Greenfielding, VDI Implementation and working within a DoD classified environment. A source is sought who can demonstrate successful performance in the following areas:
1) Describe your experience with VDI Greenfielding for large government agencies.
2) Describe your experience in providing technical implementation that could result from VDI Greenfielding activity.
3) Describe your experience with improving end-user satisfaction by reducing network latency directly tied to the implementation of VDI.
4) Describe your experience working within DoD classified networks.
5) Describe your active security and facility clearances.
Performance will require security clearance up to and including the level of Top Secret (TS). Prospective offerors must have a final TS facility clearance from the Defense Security Service Facility Clearance Branch to be eligible for award. Any individual performing on or supporting a DISA/JSP award in any way must be a U.S. citizen. The prospective awardee's personnel must possess an interim or final security clearance and interim or final IT Level - I eligibility.
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $27.5 Million. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.
To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use Joint Venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
Responses should include:
1) Business name and address;
2) Name of company representative and their business title;
3) Type of Small Business;
4) CAGE Code;
5) Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, General Service Administration (GSA): OASIS, ALLIANT, VETS, STARS II, NIH, NASA SEWP, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle. All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
