The Internal Revenue Service (IRS) has a requirement for the installation and purchase of a complete physical security equipment (Electronic Access Control System, Video Surveillance System & Intrusion Detection System) at its site located at 310-312 W. Church St., Champaign, Illinois 61820-3574. The primary objective of the new system is real-time monitoring and archiving of video to deter and detect potential threats to the facility. The Contractor will be responsible for all ancillary installation and configuration associated with this requirement. The Contractor, after receiving a written “Notice to Proceed” from the Contracting Officer, must complete the installation, including testing and acceptance within one hundred and twenty (120) days.This requirement shall be furnished via a firm fixed price contract. This acquisition is being solicited as a small business set aside. The Government will award a contract resulting from this request for quotes to the responsible offeror whose quote conforms to this Request for Quote. Award will be made to the lowest priced technically acceptable (LPTA) offeror who meets the requirement for all line items and required delivery date. The North American Industry Classification System (NAICS) code is 561621 with size standard is $22 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.All questions must be submitted in writing to Contracting Officer Cathy Collier (cathy.s.collier@irs.gov) and Contract Specialist Aundra Rhone-Jones (Aundra.m.rhone-jones@irs.gov) by 24 Feb 2023, at 1400 CST.





VENDOR INSTRUCTIONS

1.PRICING: Please include a breakout of unit price, and total price for each item.



2.Pricing: All items shall be priced using open market pricing.



3.SHIPPING AND HANDLING: Total proposed price shall include all shipping and handling, if applicable.



4.INSTALLATION LOCATION: 310-312 W. Church St., Champaign, Illinois 61820-3574



5.WARRANTY: The vendor’s commercial warranty shall apply and should be stated in the proposal. The information should be a brief statement that a warranty exists, the substance of the warranty, the duration, and claim procedure, if applicable.



6.CANCELLATION: The Government reserves the right to cancel this solicitation, with no obligation to the vendors by the Government.



7.All quotes must remain valid for 60 days after submission.



8.QUESTIONS: All solicitation questions must be received no later than 24 Feb 2023, 14:00 p.m. Central Standard Time (CST) to the email identified above.



9.CLOSING DATE AND TIME: In accordance with FAR 12.603(a)(3)(ii), Offers are due no later than 10 March 2023, 1400:00 p.m. Central Standard Time (CST) to email listed below.



10.SYSTEM FOR AWARD MANAGEMENT: Vendor must be active, approved and registered in System for Award Management (www.sam.gov) by the proposal closing date.

EVALUATION FACTORS AND CONTRACT AWARD

The Government will award a contract to the responsible offeror whose quote conforms to this Request for Quote.

1.Compliance with technical specifications:

a.The agency will initially review quotations to determine whether the equipment proposed by thevendor meets the specifications in the Statement of Work (SOW). Vendors shall submit:

1.Itemized list of quoted equipment with brand, model, and quantities for each equipment,(with no pricing information).





2.Cut sheets with narrative descriptions and technical specifications for each piece ofequipment being quoted. All cut sheets shall be consolidated into one (1) file and in the order,they appear on the Offeror provided furnished equipment list. The Offeror shall NOT sendindividual cut sheets. Technical specifications will be evaluated for adherence to the stated requirements in the attached SOW. If the Agency determines that the specifications do not adhere to the SOW, the quotation will be found to be non-conforming and will not receive further consideration for award. Vendors who fail to submit the cut sheets and narrative descriptions may not receive further considerations for award.



Upon a determination that a quotation is technically conforming, the vendor’s quotation will be evaluated for past performance.

2.Past Performance:

The Offeror shall demonstrate relevant past performance by submitting a list of references for projects performed within the last three (3) years. Relevant past performance information includes performance under projects (currently being performed or performed within the past three (3) years although those projects of short duration or recently awarded may be considered as slightly less relevant and/or presenting a higher performance risk given the shorter period of performance) that are of a similar or directly related scope, magnitude, and complexity to that described in the solicitation and as defined below.

Past performance will be evaluated for:

a.Period of Performance: When the contract was completed or if it is in progress. Completedprojects will be considered more relevant than work in progress.

b.Scope: The type of services provided and what was installed. Video Security Surveillance(VSS), Closed Circuit Video (CCV) system, Intrusion Detection System, Access Control System,and Alarm system will be considered more relevant.

c.Magnitude: Total Contract Value.

d.Lack of relevant past performance will result in a “neutral” rating.
