The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement requires purchase of Spectroscout’s Preventative Maintenance Visit Services Agreement standard maintenance package, plus additional services for training of up to ten government employees on proper usage of the equipment. The purchase will be for a one-year plan, with options to renew for up to two additional years. ERDC-CERL intends to award a purchase order on a sole source basis to Spectro Analytical Instruments, Inc. in accordance with FAR 13.106-1(b)(1).
Spectro Analytical Instruments, Inc. is the company that manufactured the Spectroscout XRF. They confirmed that they are the only company authorized to provide repairs and maintenance on this instrument. They offer an off the shelf preventative maintenance plan that includes parts, labor, travel, air travel expenses, ground travel, and a per diem rate.
Because of these reasons Spectro Analytical Instruments, Inc. is the sole source for this procurement.
This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
