INTRODUCTION:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Parking Expansion Minor Construction project at the Joliet Community Based Outpatient Clinic (CBOC) located at 1201 Eagle Street, Joliet, Illinois, 60432.
PROJECT DESCRIPTION:
The Joliet CBOC is seeking a general contractor to perform all the necessary requirements to demolish and remove the remnant structure left behind from the Silver Cross Hospital demolition. Repair the north wall, replace the roof, convert the existing boilers to a hot water system, and upgrade the Air Handling System. The new Air Handling Units (AHUs) will be installed in a newly constructed penthouse above the existing ambulance bay and will be capable of supplying 100% Outside Air to the CBOC. In addition, the property to the North of the Joliet CBOC will be developed to create a new Employee Parking Lot with access to a new basement level entrance.
ADMINISTRATIVE:
The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in mid-June of 2023. The period of performance is approximately 567 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to: kelly.han@va.gov. Telephone calls will not be accepted.
