Addendum 01:
This addendum is being issued to modify the subject Item Requirements and Specifications and Offeror Questions and Answers as follows:
Item Requirements and Specifications
Quantity 1 – Mounting for Liquid Cryostat
- For Janis ST-500 Cryostat
- Software must be compatible with LakeShore temperature controller
This has been corrected to:

Offeror Questions and Answers
QUESTION 1: Given a front face sample holder is indicated for powder and thin film samples, will the internal stray light level of the system and scattered light produced by the sample be a concern for acquiring accurate steady state sample acquisition data?
ANSWER: It is a concern, the angle between the face of the solid/powder sample holder and the incident excitation beam should be adjustable.
a.: Is there a stray light limit required for the monochromators?
ANSWER: Stray light rejection of 1:1010 for a double emission monochromator.
QUESTION 2: Will both weakly emitting low QY compounds and strongly emitting compounds be analyzed at the same time?
ANSWER: Yes, a single photon counting system with a high dynamic range is preferable
QUESTION 3: Given system detection capability is required from 200 – 1700nm, will chromatic aberration correction be required? ANSWER: Not required.
a: If so what is the preferred method?
ANSWER: Not required but user-adjustable focus of lenses or mirror-based optics would be acceptable.
b. Will UV excitation below 200 nm be required?
ANSWER: No.
QUESTION 4: For TCSPC applications, is there a system electronics dead-time limit?
ANSWER: 400ns or shorter dead time. Reverse timing mode must also be available as an option.
QUESTION 5: Additional specifications indicate the following: “Show 100ps or better time response with diode laser excitation and time-correlated single photon counting detection” What emission wavelength or range is this required for this decay speed?
ANSWER: For 200-800 nm, the IRF should be 600ps or better. For 800-1700nm, the IRF should be 800ps or better.
QUESTION 6: If it is technically impossible to meet the above IRF specification based upon detector TTS, Laser Pulse FWHM & electronic jitter with a single exponential decay - may an alternate or additional detector with slightly different emission ranges be used to meet this specification depending upon the TCSPC decay emission Line/range as asked above?
ANSWER: Yes
QUESTION 7: Are any kind of ongoing customer support and/or service programs desired/required? Vendor should provide free phone, email, Teams (Zoom, etc.) support for the life of the system.
ANSWER: Lamp bulbs should be replaceable by the user.

Additional Criteria:
- Show sensitivity of >35,000:1 for Signal-to-Noise Ratio of the water Raman signal measured with 350nm excitation at 397nm and 1-second integration
- Show 100ps or better time response with diode laser excitation and time correlated single photon counting detection.
- Show quantum yield measurement with sample chamber mounted integrating sphere.
- Show visible detected anisotropy measurement capability.
- Show Janis cryostat integration including software communication with a LakeShore temperature controller.
